Canon: Michael Moorcock's Multiverse
New History: Miss Persson arrived in West End about a year ago, with a trunk full of fine clothes and jewelry and a much bigger gun than a lady is usually expected to travel with (specifically, a Colt 1917 revolver rather than a pearl-handled Derringer or similar). Rumour has it that she came from Europe by way of New York, and that she had been mistress to one of the crime bosses there before he was murdered and she had to flee.
There's some truth to the rumours: she did originally come from London (fleeing an impoverished childhood), and in New York she became a Ziegfeld Follies girl, where she caught the eye of a notorious enforcer for one of the Italian crime families. He showered her with gifts and it was fun while it lasted, but he had a temper, a jealous nature, and a hard hand. One night, he threatened her with a gun, and in the ensuing struggle, she shot him. She ran off, taking the gun, and ended up in West End, where she's a singer in a small cabaret. She could probably be a much bigger star than she is, but she's deliberately trying to lie low for the time being and figure out exactly what she's going to do next. She likes the theatre, but her ambitions are bigger than that; she's just not sure yet how to pursue them.

New History: Gaheris Rhade came over with his family from the Austria-Hungary Empire right around the turn of the century. He's been going by "Gary Knight" since, and his neighborhood was a good place when he started growing up there. He was of noble birth but was too young to remember much of their early life when they left. He became a police officer and never informed his family. Later, when liquor sales started increasing and his neighborhood became worse, he was recruited by the FBI to act as an undercover agent.
Basically, most of West End thinks he's a thug with the right big name contacts to keep him out of trouble when he gets caught. His superiors think he's a good informant. He's actually constantly torn between who to be loyal to.
Note: More might be edited in later as I work things out.

New History: Mark Hoffman's had a rough life, being the older brother of a sister who was a mob boss's moll. He's a tough as nails no nonsense cop who's been on the job and basically lives for it. He's got an ulcer and he's got a drinking problem, but when you're going up against folks who knows what else is what?
He's too old to make a recruit for the Feds, but he's a good man at heart - just tired of the job he's been doing and looking for a little slice of serenity for his sister and himself.

New History: Narvin Lone was born and educated in Britain and immigrated to the States after WWI (in which he served) on the urging of some American cousins who were involved in politics. He was recruited into the Bureau of Prohibition shortly after its founding and quickly rose to a middle management agent position.
In DC he was involved in a corruption scandal. Narvin was merely on the outskirts of it--his only role was to turn a blind eye. But it turned out to be a more serious affair than he'd expected, including a few deaths before the whole thing was blown. When an assignment to West End came up, he leaped on it as a change to get away from the rumours and to crack down on some major corruption to assuage his guilt. In West End he cultivates a persona of incorruptibility and is known to be particularly harsh on criminals, dirty cops, and those who associate with them. (And hopes no one notices his hypocrisy.)

[Need to add more family and upbringing background.]
Dylan Hunt is a mob boss, a nephew of the powerful Stark family. But he's a mobster who takes the idea of mob honor very seriously. Yes, he will kill his competitors if needs be, but you do not touch their wife and kids. Strangely mild-mannered and idealistic for a criminal, but he has a ruthless core and a determination to make sure his Family stays safe.

New History: Agent Brown was a small town guy that moved to the city to see more of the world. He was a cop for a long time before joining the bureau- sometimes he really hates what he sees on the job and the Prohibition laws. Still, he likes the opportunities it gives him more than the stuff that's taken away from it.
He has a partner that he's pretty loyal to and is running his own investigations into small runners. He's also been very quiet, and will tend to lash out at people that try to pry into his former life. He's had his heart broken a few times and it's something he plays close to his chest.
Note: Open to people for him to be investigating or exes, though more the subjects of investigation.

Canon: Doctor Who Expanded Universe
New History: [May be subject to change, but I want to get a version of it down.]
Arriving in West End shortly after the war with surprising wealth and a number of 'recovered' artefacts and artworks, Irving Braxiatel quickly set up a quiet, eccentric, and above all private existence. He donated to museums and universities and patronized the arts, particularly theatres, but he was also meticulous about controlling public knowledge of him. When the Prohibition started, Mr Braxiatel's own private collection of alcohol was considerable enough that nearly a decade later, his claim that he still hasn't run out is almost plausible. But there is strong (justified) suspicion that he is involved in the rum running business to some degree.
While strictly apolitical, it is rumoured that he held a high position in the civil service back in England. This is true, but reasons for his departure are buried as only the civil service can bury. He is out of politics here, at least in theory, but men like Irving Braxiatel don't get a reputation for having a finger in every pie just because they're eccentric and reclusive.

New History: Ronald Sandoval was the child of former whalers that settled on the East Coast after a good amount of travelling the seas. He worked hard, put himself through law school, and became an FBI agent. But many small minded agents talked down to him and he grew resentful that they were the supposed good-guys after he believed in them.
After siding with "Alpha" he chose to leave the FBI with a bunch of resource and contact information and accumulate wealth around the country. He's just returned to West End.

Canon: MIB: The series
New History: Agent Smythe (code name: Alpha) was born in Britain when Queen Victoria was still on the throne and the sun still never set on the British Empire. He went to all the best schools, got a first in Chemistry from Oxford, and then promptly immigrated to New York right around the turn of the century. He was a fan of Arthur Conan Doyle and was heavily involved in the budding field of forensic science. Because of this expertise, he was recruited into federal law enforcement and eventually into the new FBI agency as an assistant director.
He mentored a few of the more promising young agents, including Agent Sandoval and (especially) Agent Brown. But in time he went off the deep end and decided that the law--with its constitutional rights--hindered real order. He turned his back on the agency, taking Sandoval with him and shooting Agent Brown in the shoulder when Brown failed to join him as well. And started his own highly organized and ruthless criminal organization, which is part mob (selling alcohol and drugs pays the bills) and part political, using money, blackmail, assassination, whatever it takes to remake the country to his twisted idea of a perfect society.

New History: As a small child in London, Martha Jones always dreamed of being a doctor. She went to the best schools that she could, and studied hard, often outdoing everyone else in her class. However, due to the fact that she was a woman of color, and didn't have large amounts of money, no medical college would take her.
Instead, she got a job at Royal Hope hospital as a cleaning lady. There, she picked up everything she could from watching the doctors and the nurses. One day, she happened to save a man's life, and one of the Doctors noticed her. From then on, he took her under his wing and began to tutor her privately, teaching her everything he knew. The Doctor was a noble, and he had studied many different techniques from different cultures.
Eventually, Martha's comfort with him had grown to her falling in love with him, and she knew that was a mistake. Taking all of the skills he taught her (Martha was now a doctor in everything but name) she got as far away from Dr. Smith as she could, coming to settle in the small town of West End. There she works as a backroom doctor for everyone, gangs and the poor, setting up a small clinic. Her place is a war free zone, because she'll stop treating both sides if fighting breaks out there.

New History: Dean grew up in West End, the first son of John and Mary Winchester and older brother of Sam Winchester. The family lived comfortably but in a roughish part of town, prompting all of them to be hardy, hard working people, Dean to be protective of his brother, and Sam to want nothing more than to rise above it and get out. John was a career police officer and Mary is a reformist and a competent secretary; Sam is going to college to be a lawyer, moved out as soon as he graduated high school.
And Dean? Well, Dean followed in his father's footsteps to try and help his city and his neighborhood. He graduated the academy, was promoted up through the ranks on good, solid policework, and very recently promoted to the Bureau to help fight his mother's war. His partner is Kevin Brown.

Canon: 'From Eroica with Love'
New History:
Dorian appears one of the many chipper British tourists that grace America's shores, rich, dim, and carefree, almost blatantly homosexual and happily partaking in the open, circus atmosphere of the pansy craze. He is a somewhat absentee Earl, abandoning his estate in the North Downs to his staff.
While flamboyance and elegance are genuine parts of his personality, his daft and dippy demeanor conceals the sharp mind of a cunning cat-burglar; he is an insatiable art thief with a taste for only the most beautiful in statuary and canvas. He patronises the arts openly in order to case museums and private collections, and throws around money like candy to keep people fond of him.
He makes himself a big name wherever he goes, entering with a splash-- but while America seems friendly (to a point) to men of his temperament (homosexual, not felonious), he remembers the lesson of Oscar Wilde and is ready to cut and run at a moment's notice, disappearing into grudging anonymity.
Absolute balls with a gun. Absolute perfection with a knife.

Other Stuff: If I can, I'd like to be able to NPC Jeeves a little when necessary. (Unless Dyth wants to add Jeeves? Or occasionally NPC Jeeves for me? *puppy eyes*) Because otherwise he'll spend every thread missing Jeeves. And if plots come up that require Bertie to not have access to a Jeevesian rescue, Jeeves can conveniently be off on vacation fishing.
